Recently, we have identified some concerns in the COVID-19 screening process that we would like to address to ensure that we keep vessel delays to a minimum:
1. If a vessel’s voyage is greater than 96 hours, an attestation letter should be submitted no less than 24 hours before its expected arrival time. If a vessel’s voyage is less than 96 hours an attestation letter should be submitted no
less than 12 hours before its expected arrival time. If there are concerns about how to respond to any of the questions on the attestation letter, please reach to our office as soon as possible to avoid delays.
2. Please monitor the Coast Guard Homeport website for updates to the COVID-19 screening process. On occasions, vessels have experienced delays due to submitting the wrong attestation letter to the wrong emails. The Sector Houston-Galveston
Targeting team is doing everything in their reach to expedite the attestation letter screening process but in order to complete the process, vessels will need to submit the correct attestation letter to the proper email.
3. The primary means of communication through COVID-19 screening process is the
D08-SMB-VTSHouston-Targeting@uscg.mil and
inspectionsmsutexascity@uscg.mil emails. These emails are listed on the most current MSIB 17-20 and the most current attestation letter which I've attached to this email for your convenience. Agents should
refrain from calling the Sector Command Center in reference to attestation letters unless there is an exigent circumstance. Those situations will be evaluated on a case by case basis.
