Here is the update from today’s call. Unfortunately, the news is not the best:
NWS:
From their published forecast (also attached with further links embedded in the document): Southeast winds increasing to 10-15 mph with some gusts around 20 mph. Isolated showers
possible, mainly in the afternoon. Thunderstorms unlikely. Tonight, southeast winds diminishing to around 5-10 mph mid-late evening. Sunday, south winds 5-10mph in the morning increasing to 10-15mph. Isolated showers possible. Patchy sea fog Sunday night.
For Monday/Tuesday, rain chances increasing as cap erodes and threat for thunderstorms and lightning increases Monday afternoon and evening. A cold front will move through the area late Monday afternoon or evening. Winds turning to the north in the wake of
the front and becoming gusty.Call discussion: Some patchy fog Sunday into Monday prior to the front passing.
USCG: MSIB issued last night was reiterated. Call this morning with Incident Command Post. Benzene levels still high and spiking within the closed area (it was mentioned that
there were readings of up to 25 ppm benzene found last night at one location, but now seeing closer to 4 ppm as of latest checks by a private resource). An air asset is doing overflights to map out the sheen, and booms have been deployed at various locations.
There are some unmanned vessels in the area as some tugs have been evacuated (also, if you will be leaving vessels unmanned, please report those to the USCG so that they are aware that the vessels are unmanned). Bosco is the last terminal available for receiving
vessels at this point (last terminal just outside the closure area). Not really expecting to be able to move anything through the closed area today, but hoping we are surprised. Anyone finding odors or sheens that might be coming from the incident location
outside of the closed area should report those to the USCG (if you need help in reporting that info, feel free to give me a call).CBP: If vesselsHouston Pilots: Have 23 arrivals, 20 sailing and 1 shift job all affected by the closure.
Harbor Tugs: 8 tugs are below the closure to support ongoing moves.USCG: Area to be closed for the foreseeable future, but if that changes, they will let us know.
Next call tomorrow at 10 am, so please have your updates on needs to me by 9 am tomorrow. In particular, I need to know the tug name for any barge needs. Also, if you can tell me when you will cut back rates (or if you already have) and
when you might shut down (or if you already have), that helps me better set priorities.

.SYNOPSIS FOR HIGH ISLAND TO MATAGORDA SHIP CHANNEL OUT 60 NM...
Southeasterly flow will strengthen today. Offshore seas will
build through the weekend and on into early next week. A few
showers are possible today, but slightly better rain chances are
anticipated on Sunday and Monday as a cold front nears the area.
The front will move through the region late Monday bringing north
to northeast winds that increase quickly a few hours after the
frontal passage. Caution flags are anticipated, and advisories
might be needed.
