Tropical Storm Cindy will bring a multitude of weather hazards to southeastern Texas...or those counties surrounding Galveston Bay...Wednesday night and Thursday. Most of the area will receive an average 1 and 3 inches of rain with some localized higher amounts in excess of 4 inches. Rainfall rates with bands of thunderstorms...and if rain trains over the same area...will ultimately determine the level of flooding and the associated threats. North to northeast winds will strengthen and become gusty overnight.
