Good Day Port Partners from Sector Houston-Galveston Port State Control:
Attached above please find the latest Marine Safety Information Bulletins, one being a Sector-level MSIB and the other a Commandant-level MSIB:
Sector Houston-Galveston MSIB 13-20, "Maritime Operations During A Stay-At-Home Order” dated 25 March 2020;Commandant (Inspections and Compliance Directorate) MSIB 09-20 “Vessel Inspections, Exams, and Documentation” dated 26 March 2020.
MSIB 13-20 was issued in response to questions and concerns regarding facility and maritime operations in the Houston-Galveston Captain of the Port Zone during the mandated “Stay-At-Home” orders issued by various local municipalities.
This MSIB includes several important attachments from Harris County and the U.S. Department of Homeland Security with which all our port partners should become familiar. Additionally, the MSIB offers two respective contact sources (HoustonFAC@uscg.mil
or MSUTexasCityFacilities@uscg.mil as applicable) should you have questions regarding the aforementioned.
MSIB 09-20 serves notice to mariners that they may find, depending on the pandemic’s impact to a particular Officer-In-Charge, Marine Inspection (OCMI) zone, local Coast Guard Prevention staffs adjusting some aspects of their routine
inspection and exam procedures---for both U.S. and foreign vessels. At this time the Port State Control branch at Sector Houston-Galveston has not substantially altered any of its operations and continues to staff our Targeting and Arrivals and Dispatch
desks as normal, as well as sending teams in the field to complete all risk-based and statutorily mandated safety and security exam (ex. COCs).
Any significant change to this posture will be communicated to our port partners via separate correspondence should circumstances warrant.
Also, I wish reemphasize which agency mariners should report to if they have ill crew on board their vessels (see attached MSIB 06-20 for refresher definition of "illness"). The Centers for Disease Control and Prevention (CDC) has published
guidance stating that interstate and intrastate vessels shall report to their local health department, NOT the CDC. Hopefully the below chart offers a nice synopsis for your reference ease—as well as two additional attachments generated by our partners
at the CDC. For our esteemed Brown Water Operators please pass to your crews that they should report to the local health departments as outlined below:
