The National Weather Service in League City has issued a
* Urban and Small Stream Flood Advisory for...
South central Galveston County in southeastern Texas...
* Until 930 AM CDT.
* At 729 AM CDT, Doppler radar and automated rain gauges indicated
heavy rain which will cause urban and small stream flooding in the
advisory area. Three to six inches of rain have fallen with
locally higher amounts.
* Some locations that will experience flooding include...
Galveston Island West End, Galveston Causeway, Galveston Pier 21,
Jamaica Beach, Pelican Island, Galveston State Park, Schlitterbahn,
Scholes Field, The Strand, Offatts Bayou, Galveston Pleasure Pier,
Moody Gardens and San Luis Pass.
Additional rainfall of two to four inches is expected over the area.
This additional rain will result in minor flooding.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.
Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.

This hazardous weather outlook is for portions of Southeast Texas..
.DAY ONE...Today and Tonight
Flash flood watch in effect. Strong thunderstorms with heavy
downpours are likely today through tonight. Rainfall rates of 2 to
4 inches per hour will accompany the storms and flooding will be
possible after yesterday`s storms got the ground wet or saturated
in some areas. Strong thunderstorms may be capable of waterspouts
and even brief tornadoes today. Strong gusty winds in excess of 40
knots may accompany some of the strongest storms.
Strong rip currents will continue today. Elevated tide levels
will leading to beach flooding near times of high tide.

The National Weather Service in Houston/Galveston has issued a
Beach Hazards Statement for Beach Flooding and Strong Rip Currents,
which is in effect through Saturday evening.
* HAZARDS...Elevated tide levels with minor beach flooding and strong
dangerous rip currents.
* TIMING...Minor beach flooding will continue to be an intermittent
problem through Friday especially in the few hours either side of
high tide. Strong rip currents will remain a problem through Saturday
evening.
* LOCATION...coastal areas.
* POTENTIAL IMPACTS...Strong rip currents along Gulf facing
beaches and minor flooding along flood prone roads may be
possible along Highway 87 near High Island and Blue Water
Highway.

* Through Thursday morning 7 am.
* The remnants of Tropical Storm Imelda in western Montgomery
county early this morning will continue slowly very slowly drift
and wobble northward today. Deep tropical moisture will continue
to stream into the region today through Thursday fueling the
redevelopment of showers and thunderstorms. Rainfall rates of 2
to 4 inches per hour will accompany the stronger storms.
Eventually this afternoon another band of storms is expected to
develop and focus the heavier amounts inland in the Watch area.
Locally heavy will be possible across the watch area. Some areas
generally along and south of a Bay City to Manvel to South
Houston to Liberty have had periods of heavy rainfall already
and with rainfall totals of 3-9 inches. Additional rainfall on
top of these already hard hit areas will quickly become runoff
and lead to worsening flood conditions.
* The Flash Flood Watch has been expanded and extended and will
probably need to be modified on Thursday as the heaviest
rainfall threat should start to focus over the eastern areas and
away from the immediate coast.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
Be especially cautious at night when it is harder to recognize
the dangers of floods and flash floods. If flash flooding is
observed...act quickly. Move up to escape flood waters. Do not
stay in areas subject to flooding when water begins rising.
You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
