A Port Coordination Team (PCT) call was held at 0900 this morning.  Tropical Storm Harvey continues to head towards the central Texas coast, with an expected landfall, potentially at hurricane strength, between Corpus Christi and Port O’Connor Friday night.  Harvey is intensifying fairly quickly, and parts of the Texas coast and offshore could see tropical storm force winds as early as mid to late morning Friday.  Offshore, seas are expected to build up to 20 feet south of Freeport.  Seas off Galveston are expected to build to 12 to 17 feet.  Track confidence is increasing up to landfall, but decreases rapidly post-landfall due to minimal steering currents.  Harvey could stall ashore through early next week, eventually head back out to sea, then proceed north up the Texas coast towards Houston.  The National Weather Service expects to have more accurate forecasts as the storm approaches landfall. 

 

Harvey is expected to produce significant amounts of rain, with 6 to 10 inch inundation near landfall on Friday, and 2 to 4 inches along Galveston Bay.  Significant rainfall is expected in the Houston Metro area, with localized accumulations of 20+ inches building up over seven days.  There is a high risk of localized flooding, and run off into the bayous and rivers is expected to be high. 

 

COTP Houston has issued two Marine Safety Information Bulletins, both of which are attached.  MSIB 09-17 set Port Condition X-RAY for the Port of Freeport and all coastal areas west of San Luis Pass and ICW mile marker 378.   CAPT Oditt will review forecasted conditions this morning , and will make any necessary changes to port conditions throughout the Sector Houston – Galveston AOR.  At Port Condition YANKEE ports are closed to inbound traffic.  At Port Condition ZULU ports are closed to inbound and outbound traffic; intra-port moves will be kept to a minimum.    

 

At this time the Houston Pilots and Galveston Pilots are still moving traffic, and will continue to do so as long as wind and sea states safely allow.  No restrictions on movements are expected through Thursday.  Restrictions within the Houston-Galveston port complex may begin Friday, however. 

 

There will be a PCT call at 1700 today.  If you have questions or vessel/facility issues for that call, please forward them to myself or Elizabeth.  We will update you with the results of the 1700 call.

<span-size:10.5pt;font-family:"Courier New";color:black">Data from an Air Force Hurricane Hunter aircraft indicate that

<span-size:10.5pt;font-family:"Courier New";color:black">Harvey is quickly strengthening, and the cyclone's structure has

<span-size:10.5pt;font-family:"Courier New";color:black">improved markedly with the plane reporting a closed 15-20 n mi wide

<span-size:10.5pt;font-family:"Courier New";color:black">eye.  The flight-level and SFMR winds support an intensity of 55 kt,

<span-size:10.5pt;font-family:"Courier New";color:black">but one of the more notable measurements is the central pressure,

<span-size:10.5pt;font-family:"Courier New";color:black">which has fallen to 982 mb.  With a pressure this low, it is likely

<span-size:10.5pt;font-family:"Courier New";color:black">that the winds will respond and increase further, and Harvey

<span-size:10.5pt;font-family:"Courier New";color:black">probably isn't too far from becoming a hurricane.

<span-size:10.5pt;font-family:"Courier New";color:black"> 

<span-size:10.5pt;font-family:"Courier New";color:black">With Harvey now strengthening at a faster rate than indicated in

<span-size:10.5pt;font-family:"Courier New";color:black">previous advisories, the intensity forecast has become quite

<span-size:10.5pt;font-family:"Courier New";color:black">concerning.  Water vapor images indicate that the cyclone's outflow

<span-size:10.5pt;font-family:"Courier New";color:black">is expanding--indicative of low shear--and Harvey will be moving

<span-size:10.5pt;font-family:"Courier New";color:black">over a warm eddy of high oceanic heat content in the western Gulf of

<span-size:10.5pt;font-family:"Courier New";color:black">Mexico in about 24 hours.  As a result of these conditions, several

<span-size:10.5pt;font-family:"Courier New";color:black">intensity models, including the ICON intensity consensus, are now

<span-size:10.5pt;font-family:"Courier New";color:black">explicit showing Harvey reaching major hurricane intensity.  What's

<span-size:10.5pt;font-family:"Courier New";color:black">more astounding is that some of the SHIPS Rapid Intensification

<span-size:10.5pt;font-family:"Courier New";color:black">indices are incredibly high.  As an example, the guidance is

<span-size:10.5pt;font-family:"Courier New";color:black">indicating a 70 percent chance of Harvey's winds increasing by 45 kt

<span-size:10.5pt;font-family:"Courier New";color:black">over the next 36 hours.  Based on this guidance, the NHC official

<span-size:10.5pt;font-family:"Courier New";color:black">intensity forecast now calls for Harvey to reach major hurricane

<span-size:10.5pt;font-family:"Courier New";color:black">strength by 36 hours, before it reaches the middle Texas coast.

<span-size:10.5pt;font-family:"Courier New";color:black"> 

<span-size:10.5pt;font-family:"Courier New";color:black">Aircraft fixes indicate that Harvey has turned toward the north-

<span-size:10.5pt;font-family:"Courier New";color:black">northwest, and the initial motion estimate is 340/9 kt.  A mid-

<span-size:10.5pt;font-family:"Courier New";color:black">level high centered near Florida and the eastern Gulf of Mexico

<span-size:10.5pt;font-family:"Courier New";color:black">should force Harvey toward the northwest later today, with that

<span-size:10.5pt;font-family:"Courier New";color:black">trajectory continuing for the next couple of days.  By 48 hours,

<span-size:10.5pt;font-family:"Courier New";color:black">the cyclone appears to get sandwiched between the same mid-level

<span-size:10.5pt;font-family:"Courier New";color:black">high over the Gulf of Mexico and a larger high over the

<span-size:10.5pt;font-family:"Courier New";color:black">Intermountain West, which will cause Harvey to slow down

<span-size:10.5pt;font-family:"Courier New";color:black">considerably during its approach toward the Texas coast and then

<span-size:10.5pt;font-family:"Courier New";color:black">potentially stall just inland on days 3 through 5.  Mainly based on

<span-size:10.5pt;font-family:"Courier New";color:black">an adjustment of the initial position, the NHC forecast track has

<span-size:10.5pt;font-family:"Courier New";color:black">been nudged northeastward on this cycle, but it still lies

<span-size:10.5pt;font-family:"Courier New";color:black">relatively close to the TVCN multi-model consensus and the HFIP

<span-size:10.5pt;font-family:"Courier New";color:black">Corrected Consensus Approach (HCCA).

<span-size:10.5pt;font-family:"Courier New";color:black"> 

<span-size:10.5pt;font-family:"Courier New";color:black">It is critical that users not focus on the exact forecast track

<span-size:10.5pt;font-family:"Courier New";color:black">of Harvey, since cycle-to-cycle adjustment are likely.  All

<span-size:10.5pt;font-family:"Courier New";color:black">locations within the hurricane and storm surge warning areas should

<span-size:10.5pt;font-family:"Courier New";color:black">be preparing for the possibility of major hurricane-force winds and

<span-size:10.5pt;font-family:"Courier New";color:black">life-threatening storm surge.
