Summary:  The Captain of the Port (COTP) has set Port Condition Yankee for the Port of Houston, Port of Texas City, Port of Galveston and Port of Freeport. Tropical storm force winds from Hurricane Harvey are expected to make landfall within 24 hours. The COTP has established a safety zone for the following areas: The Sector Houston-Galveston COTP zone as defined in 33 CFR 3.40-28 to include the Port of Houston, Port of Texas City, Port of Galveston, Port of Freeport and all surrounding navigable waterways.

Port of Galveston and Port of Freeport

The Captain of the Port (COTP) has set Port Condition Yankee for the Port of Houston, Port of Texas City, Port of Galveston and Port of Freeport

within 24 hours. The COTP has established a safety zone for the following areas: The Sector Houston-Galveston

 

COTP zone as defined in 33 CFR 3.40-28 to include the Port of Houston, Port of Texas City, Port of Galveston, Port of Freeport and all surrounding navigable waterways.Cease cargo operations. All transfer of cargo operations shall cease when wind speeds reach 40 mph.Disconnect all transfer hoses and loading arms when wind speeds exceed 50 mph.

3. Vessels and barges over 500 GT must ensure they are able to moor at a facility safely.

4. Follow Remaining-in-Port Checklist.

Facility operators shall ensure that all vessels and barges over 500 GT are able to moor safely at their facility. If not, facility operators must notify the appropriate pilot organization and vessel representation to arrange immediate departure.All vessels and barges greater than 500 GT that are able to moor safely at a facility must submit a Declaration of lntent to Remain in Port to the COTP prior to 4 p.m. on August 24, 2017.

5. Smaller commercial vessels not restricted by draft.

Smaller vessels not restricted by draft, including fishing vessels, should seek shelter outside the deep draft shipping channels and turning areas. The Houston-Galveston Vessel Traffic Service can be reached at (281) 464-483 7 if assistance is needed.

6. No inbound vessel traffic.

Vessels and barges bound for these ports must seek an alternate destination.

7. Direction for vessels and barges at anchorage.

Due to the uncertainty in the forecast and the potential for the storm to strengthen, all port entities should review appropriate Heavy Weather Plans and prepare for setting Port Condition Zulu. Additional Heavy Weather guidance can be found within Chapter 3 of the Sector Houston-Galveston Heavy Weather Plan, which is located on HOMEPORT.

Vessels and barges anchored at Anchorage Areas Alpha, Bravo or Charlie are required to depart the anchorage areas prior to 10 a.m. on August 25, 2017. Vessels and barges should take appropriate actions to avoid storm conditions.
