.SYNOPSIS FOR HIGH ISLAND TO MATAGORDA SHIP CHANNEL OUT 60 NM...
A strong cold front will continue pushing southward through the
upper Texas coastal waters this morning with strong offshore winds
and building seas in its wake. There could be some frozen
precipitation behind the front before clearing this evening. Wind
speeds will gradually diminish Wednesday. High pressure will move
east of the region allowing onshore winds to resume by Thursday
night and persist into the weekend. The next front should move into
the area late Sunday.

The dredging of the Houston Ship Channel between beacons 66 and 72 has been completed. The 42’ restriction to Exxon has been lifted. The HSC is good for vessels with a draft fresh water of
45’ up to Exxon. The HSC from Exxon to Shell still has a 41’ draft restriction. The contract for this portion of the channel has been let and work should begin in the next few days.<span-size:11.0pt;font-family:"Calibri",sans-serif">

This hazardous weather outlook is for portions of Southeast Texas.

Temperatures will fall throughout the day. Areas of rain will continue
to gradually change over to a wintry mix from north to south as the
day progresses resulting in hazardous driving conditions. It will be
very cold tonight with lows ranging from the teens north to the 20s
all the way to the coast. Although precipitation will come to an end,
any remaining water from earlier activity could freeze and create
additional ice issues. A Hard Freeze Warning and a Wind Chill Advisory
will likely be needed. Please keep up with the latest forecasts.

A strong arctic cold front has pushed through Southeast Texas.
Temperatures will continue to fall across the area with most of
Southeast Texas below freezing by midday. Precipitation will be
falling throughout the day with the possibility of pockets of
heavier precipitation and bands. As temperatures fall, there will
be a transition of precipitation going from rain to freezing rain
to sleet and possibly snow. Greatest potential for ice and snow
fall accumulation appears to be along and north of Interstate 10.
The frozen precipitation will impact elevated surfaces like
overpasses and bridges. Where temperatures are below freezing
longer, impacts to roads and possibly power lines are expected
with icing. Precipitation will end from north to south beginning
this afternoon, so portions of the warning and advisory may be
cancelled early. The area will see breezy north winds, gusting to
25 to 35 mph and even higher at the coast. There will also be
hazardous wind chills falling into the teens areawide by this
afternoon. Hard Freeze Warnings and Wind Chill Advisories will
likely be needed tonight through Wednesday morning.

Livingston line. With any banded precipitation, there is the potential
for snowfall greater than 1 to 2 inches. Most areas may get 1 inch of

* WHAT...Intermittent periods of winter weather across Southeast
Texas, including:
- Freezing rain accumulation potentially an eighth of an inch
or more but with a tenth or less more likely. Minor ice
accumulations possible on power lines.
- Snowfall accumulation potentially 2 inches north of Brenham
to Livingston with 1 inch most likely. Trace snowfall amounts
possible north of Interstate 10 where freezing rain is most
likely hazard.
