This MSIB is issued in response to questions regarding activities on the Houston Ship Channel as a result of the chemical fire at ITC Deer

Park in the Upper Houston Ship Channel.  

The Houston Ship Channel remains open to all traffic at this time. The U.S. Coast Guard Captain of the Port is working in close

coordination with EPA, TCEQ, Harris County, ITC, and the contracted toxicology companies to evaluate any resulting impacts to the Houston Ship Channel.

 

If at any time a safety risk to operations on the Houston Ship Channel becomes evident, the Captain of the Port will take action to

ensure safety for port operations and mariners on the waterways. Facilities and employees should continue to follow any direction provided by the County officials. 

 

This bulletin shall remain active until rescinded or superseded by future direction.

                This MSIB is issued in response to reported benzene levels on the Houston Ship Channel as a result of the chemical fire at ITC Deer

 Park in the Upper Houston Ship Channel. <span-size:12.0pt;font-family:"Times New Roman",serif">

 

As of March 22, 2019, at 1803 the Coast Guard Captain of the Port has called for a cease of cargo operations in the Houston Ship

Channel from the Cargill Facility East to Cemex USA, which is between Houston Ship Channel Light 139 and Houston Ship Channel Light 129. The U.S. Coast Guard Captain of the Port is working in close coordination with EPA, TCEQ, Harris County, ITC, POHA and the contracted toxicology companies to evaluate air quality on the Houston Ship Channel at this time and will continue to update risk evaluations.

 

If at any time additional safety risks to operations on the Houston Ship Channel become evident, the

Captain of the Port will take action to ensure safety for port operations and mariners on the waterways. Facilities and employees

should continue to follow any direction provided by the County officials. 

 

This bulletin shall remain active until rescinded or superseded by future direction.

USCG notice Tows allowed to proceed outbound from San Jacinto River from 1700 – 1900/24th March   Upper ship channel remains

closed to vessel traffic due to spill response from Tucker’s Bayou to LT Buoy 116.

1430      USCG notice received // Advises HSC open to all traffic for daytime transits only, with Carpenters Bayou and Old River remains closed. 

Vessels currently in the contamination area are not authorized to depart until decontamination is completed.  VTS Houston/Galveston directs all tow vessels transiting through the

contamination zone between Tucker’s Bayou and LT Buoy 116 to maintain a 30 minute spacing to complete pollution inspection

2132     As of March 26th, 2019, the U.S. Coast Guard Captain of the Port (COTP) has opened Houston Ship Channel between Tucker Bayou

and HSC light 116 to allow for vessel traffic, managed through Vessel Traffic Service (VTS), during daylight hours only. Old River and

Carpenters Bayou remain closed to all traffic. All vessels are required to check in and out via VTS

LYNCHBURG FERRY AND TUCKER’S BAYOU UNTIL 0730 MARCH 29, 2019, AT WHICH TIME TOWS TRANSITING THE CONTAMINATED

ZONE WILL BE REQUIRED TO MAINTAIN A 30 MINUTE SPACING AND A TEMPORARY REPORTING POINT WILL BE REESTABLISHED ON THE SAN JACINTO RIVER AT THE I-10 BRIDGE. CARPENTER’S BAYOU AND THE OLD RIVER REMAIN CLOSED UNTIL FURTHER NOTICE.

 

1154           VTS is now accepting check-ins for vessels that are not trapped behind the boom in the upper end of

                    the Old River in the area known as The Rock and Kirby's Cut.  Vessel's may depart into the San

                    Jacinto River provided they have minimal to no oiling and can meet the draft constraints.

                    Vessels will be inspected and decontaminated as needed prior to departing the Old River.  VTS is

                    requiring a 30 minute spacing between vessel transits."

.SYNOPSIS FOR HIGH ISLAND TO MATAGORDA SHIP CHANNEL OUT 60 NM...

A cold front is forecast to move into the bays between 3pm and 6pm

Saturday then continue southward through the Gulf waters during

the evening hours. Scattered showers and thunderstorms are

expected ahead of the front followed by strong northerly winds in

its wake. Wind gusts to near 30 knots are a possibility from

roughly 9pm Saturday through noon Sunday...especially in the Gulf

waters. Periods of rain can be expected through Sunday morning. A

weak reinforcing front may pass through late Monday. Southeast

winds should resume toward midweek as high pressure moves off to

the east.
