Southerly winds should increase today and then persist through
the rest of the week accompanied by a gradual increase in sea
heights. Higher moisture from the Gulf could produce patchy sea
fog as early as Thursday morning. Sea fog looks to be more of a
threat Friday morning going into the weekend. A series of storms
systems will pass by bringing periods of showers and thunderstorms
before a weak cold front finally pushes off the coast Monday.

This MSIB is issued in response to questions regarding activities on the Houston Ship Channel as a result of the chemical fire at ITC Deer
Park in the Upper Houston Ship Channel.
The Houston Ship Channel remains open to all traffic at this time. The U.S. Coast Guard Captain of the Port is working in close
coordination with EPA, TCEQ, Harris County, ITC, and the contracted toxicology companies to evaluate any resulting impacts to the Houston Ship Channel.
If at any time a safety risk to operations on the Houston Ship Channel becomes evident, the Captain of the Port will take action to
ensure safety for port operations and mariners on the waterways. Facilities and employees should continue to follow any direction provided by the County officials.
This bulletin shall remain active until rescinded or superseded by future direction.

This MSIB is issued in response to reported benzene levels on the Houston Ship Channel as a result of the chemical fire at ITC Deer

As of March 22, 2019, at 1803 the Coast Guard Captain of the Port has called for a cease of cargo operations in the Houston Ship
Channel from the Cargill Facility East to Cemex USA, which is between Houston Ship Channel Light 139 and Houston Ship Channel Light 129. The U.S. Coast Guard Captain of the Port is working in close coordination with EPA, TCEQ, Harris County, ITC, POHA and
the contracted toxicology companies to evaluate air quality on the Houston Ship Channel at this time and will continue to update risk evaluations.
If at any time additional safety risks to operations on the Houston Ship Channel become evident, the
Captain of the Port will take action to ensure safety for port operations and mariners on the waterways. Facilities and employees
should continue to follow any direction provided by the County officials.

1154 VTS is now accepting check-ins for vessels that are not trapped behind the boom in the upper end of
the Old River in the area known as The Rock and Kirby's Cut. Vessel's may depart into the San
Jacinto River provided they have minimal to no oiling and can meet the draft constraints.
Vessels will be inspected and decontaminated as needed prior to departing the Old River. VTS is
requiring a 30 minute spacing between vessel transits."

Daily Industry Situation Report 4/2/19
This MSIB is issued to provide updates to response activities related to the chemical fire at ITC Deer Park in the Upper Houston Ship
Channel. The following is a daily update to industry representatives on the status of impacted segments of the waterway, and will
continue until no longer needed.
Upper Houston Ship Channel remains open for "daylight vessel traffic only" with ship traffic moves into the contaminated zone
between 1800-0800 managed by VTS Houston/Galveston.
San Jacinto River is open to vessel traffic as managed by VTS Houston/Galveston.
Old River remains closed until further notice. Visual assessments were conducted today with U.S. Coast Guard, Gulf Intracoastal Canal Association (GICA), and a member of the Port Coordination Team (PCT)
representing the brown water fleet to assess the impact to vessels residing within Old River. Limited vessel movements were coordinated today by VTS Houston/Galveston.
Decontamination sites are being established at the mouth of Old River with anticipation of taking on vessels as soon as possible. Recovery operations continue within this area.
Carpenter’s Bayou has an established decontamination site and is currently open to outbound traffic only once they have undergone decontamination. Responders successfully completed decontamination of
4 tug and barges within this area.
Visual assessments were completed of Jacintoport, Houston Fuel Oil docks and Vopak Deer Park to determine the impacts and future availability for vessels. Updates to dock status will be provided via the VTS
Berth Status Chartlet distributed through the Port Coordination Team notes.

.SYNOPSIS FOR HIGH ISLAND TO MATAGORDA SHIP CHANNEL OUT 60 NM...
Southerly winds should increase today and then persist through
the rest of the week accompanied by a gradual increase in sea
heights. Higher moisture from the Gulf could produce patchy sea
fog as early as Thursday morning. Sea fog looks to be more of a
threat Friday morning going into the weekend. A series of storms
systems will pass by bringing periods of showers and thunderstorms
before a weak cold front finally pushes off the coast Monday.

deep draft of 45 ft FW at MLT, and is navigable day or night with no air draft restrictions. Only TX City Docks with 45’00” maximum deep draft at MLT are TC # 41, & 42
