.SYNOPSIS FOR HIGH ISLAND TO MATAGORDA SHIP CHANNEL OUT 60 NM...

Dense sea fog will prevail across the bays and nearshore waters

overnight until late Friday morning. Visibilities should partially

improve during the afternoon but conditions will remain favorable

for dense fog to return again Friday evening. Continued sea fog,

patchy at least, could persist through the weekend. Otherwise

look for light to moderate onshore winds to continue with speeds

increasing periodically as upper disturbances pass by through the

weekend. The next cold front is forecast to move into the coastal

waters Monday.

This MSIB is issued in response to questions regarding activities on the Houston Ship Channel as a result of the chemical fire at ITC Deer

Park in the Upper Houston Ship Channel.  

The Houston Ship Channel remains open to all traffic at this time. The U.S. Coast Guard Captain of the Port is working in close

coordination with EPA, TCEQ, Harris County, ITC, and the contracted toxicology companies to evaluate any resulting impacts to the Houston Ship Channel.

 

If at any time a safety risk to operations on the Houston Ship Channel becomes evident, the Captain of the Port will take action to

ensure safety for port operations and mariners on the waterways. Facilities and employees should continue to follow any direction provided by the County officials. 

 

This bulletin shall remain active until rescinded or superseded by future direction.

1240       USCG VTS Watch Supervisor directs no vessel movements from Tucker’s Bayou to LT Buoy 116 due to spill from fire incident at ITC-DP

1803       USCG COTP Order MSIB 05-19 calls for cease of cargo operations from Cargill Facility East to Cemex (between LB 139 and LB 129) due

to high levels of benzene detected in HSC

                This MSIB is issued in response to reported benzene levels on the Houston Ship Channel as a result of the chemical fire at ITC Deer

 Park in the Upper Houston Ship Channel. <span-size:12.0pt;font-family:"Times New Roman",serif">

 

As of March 22, 2019, at 1803 the Coast Guard Captain of the Port has called for a cease of cargo operations in the Houston Ship

Channel from the Cargill Facility East to Cemex USA, which is between Houston Ship Channel Light 139 and Houston Ship Channel Light 129. The U.S. Coast Guard Captain of the Port is working in close coordination with EPA, TCEQ, Harris County, ITC, POHA and the contracted toxicology companies to evaluate air quality on the Houston Ship Channel at this time and will continue to update risk evaluations.

 

If at any time additional safety risks to operations on the Houston Ship Channel become evident, the

Captain of the Port will take action to ensure safety for port operations and mariners on the waterways. Facilities and employees

should continue to follow any direction provided by the County officials. 

 

This bulletin shall remain active until rescinded or superseded by future direction.

USCG notice Tows allowed to proceed outbound from San Jacinto River from 1700 – 1900/24th March   Upper ship channel remains

closed to vessel traffic due to spill response from Tucker’s Bayou to LT Buoy 116.

1430      USCG notice received // Advises HSC open to all traffic for daytime transits only, with Carpenters Bayou and Old River remains closed. 

Vessels currently in the contamination area are not authorized to depart until decontamination is completed.  VTS Houston/Galveston directs all tow vessels transiting through the

contamination zone between Tucker’s Bayou and LT Buoy 116 to maintain a 30 minute spacing to complete pollution inspection

2132     As of March 26th, 2019, the U.S. Coast Guard Captain of the Port (COTP) has opened Houston Ship Channel between Tucker Bayou

and HSC light 116 to allow for vessel traffic, managed through Vessel Traffic Service (VTS), during daylight hours only. Old River and

Carpenters Bayou remain closed to all traffic. All vessels are required to check in and out via VTS

1008       VESSEL TRAFFIC SERVICE HOUSTON-GALVESTON DIRECTS NO VESSEL MOVEMENTS IN THE CONTAMINATED ZONE BETWEEN

LYNCHBURG FERRY AND TUCKER’S BAYOU UNTIL 0730 MARCH 29, 2019, AT WHICH TIME TOWS TRANSITING THE CONTAMINATED

ZONE WILL BE REQUIRED TO MAINTAIN A 30 MINUTE SPACING AND A TEMPORARY REPORTING POINT WILL BE REESTABLISHED ON THE SAN JACINTO RIVER AT THE I-10 BRIDGE. CARPENTER’S BAYOU AND THE OLD RIVER REMAIN CLOSED UNTIL FURTHER NOTICE.

 

1154           VTS is now accepting check-ins for vessels that are not trapped behind the boom in the upper end of

                    the Old River in the area known as The Rock and Kirby's Cut.  Vessel's may depart into the San

                    Jacinto River provided they have minimal to no oiling and can meet the draft constraints.

                    Vessels will be inspected and decontaminated as needed prior to departing the Old River.  VTS is

                    requiring a 30 minute spacing between vessel transits."

Daily Industry Situation Report 4/2/19

 

               This MSIB is issued to provide updates to response activities related to the chemical fire at ITC Deer Park in the Upper Houston Ship

Channel. The following is a daily update to industry representatives on the status of impacted segments of the waterway, and will

continue until no longer needed.

 

Upper Houston Ship Channel remains open for "daylight vessel traffic only" with ship traffic moves into the contaminated zone

between 1800-0800 managed by VTS Houston/Galveston. 

 

San Jacinto River is open to vessel traffic as managed by VTS Houston/Galveston.

 

Old River remains closed until further notice. Visual assessments were conducted today with U.S. Coast Guard, Gulf Intracoastal Canal Association (GICA), and a member of the Port Coordination Team (PCT) representing the brown water fleet to assess the impact to vessels residing within Old River. Limited vessel movements were coordinated today by VTS Houston/Galveston.

 

Decontamination sites are being established at the mouth of Old River with anticipation of taking on vessels as soon as possible. Recovery operations continue within this area.

 

Carpenter’s Bayou has an established decontamination site and is currently open to outbound traffic only once they have undergone decontamination. Responders successfully completed decontamination of 4 tug and barges within this area.

 

Visual assessments were completed of Jacintoport, Houston Fuel Oil docks and Vopak Deer Park to determine the impacts and future availability for vessels. Updates to dock status will be provided via the VTS Berth Status Chartlet distributed through the Port Coordination Team notes.

 

The U.S. Coast Guard Captain of the Port is working in close coordination with EPA, TCEQ, Harris County, ITC, and the contracted

toxicology companies to evaluate any resulting impacts to the Houston Ship Channel.

                      3 vessels within this area. Two vessels have completed a transit outside of the port of Houston.

San Jacinto River is open for 24-hour vessel traffic as managed by VTS Houston/Galveston.

 

Old River has established a decontamination site and is currently open to “outbound traffic only” once the vessels have undergone decontamination. Today, responders have successfully completed the decontamination of 1 tug and 2 barges within this area. Recovery operations will continue within this area.

 

Carpenter’s Bayou has established a decontamination site and is currently open to “outbound traffic only” once the vessels have undergone decontamination. Today, responders have successfully completed the decontamination of 6 tugs and 9 barges within this area. Recovery operations will continue within this area.

 

Jacintoport remains closed due to recovery operations.

Dense sea fog will prevail across the bays and nearshore waters

overnight until late Friday morning. Visibilities should partially

improve during the afternoon but conditions will remain favorable

for dense fog to return again Friday evening. Continued sea fog,

patchy at least, could persist through the weekend. Otherwise

look for light to moderate onshore winds to continue with speeds

increasing periodically as upper disturbances pass by through the

weekend. The next cold front is forecast to move into the coastal
