Subject: SHG MSIB 15-20: Sector Houston-Galveston Hazardous Condition Attestation

Good day, port partners,

Today, Sector Houston-Galveston issued the attached MSIB 15-20.  The MSIB should be posted to Homeport NLT tomorrow, but I wanted to send an advanced, approved copy.  

Until further notice, vessels submitting an NOA for arrival to the Houston-Galveston COTP zone will be required to submit the attached attestation.  The vessel will remain on the Not Cleared To Enter List until the attestation form is received and reviewed.  Please take note that we have requested the attestation to be sent to multiple email inboxes.  Our review process will normally only occur during business hours, so please be proactive by sending the attestation at the time of NOA submission or as soon as possible thereafter to avoid unnecessary delays.  

When we begin screening vessels tomorrow morning, new NOA's submitted will be screened as described above.  If our office and MSU Texas City has not received the completed attestation, the vessel will be put on the NCTEL awaiting a response. We will not notify the agents or contacts for this attestation, but rather await submission.  For the next few days only, it is highly recommended that you submit an attestation if you have to submit an amendment/update to your NOA just to avoid possible confusion.  After a few days, this will not normally be necessary.
