Port of Houston status:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The port of Houston (public and private terminals) are operating normally.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Effective today, Port Houston is expanding its non-contact temperature screenings to Turning Basin and the remaining Barbours Cut and Bayport access points. Note, these screenings are for employees and workers, not truck drivers.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Houston Pilots moved an average number of ships yesterday.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Texas Railroad Commission (Texas RRC) heard over 10 hours of testimony yesterday from more than 55 energy executives regarding whether to implement oil production cuts. The Commissioners stated they would reconvene in the near future to continue the discussions.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">TSA is granting temporary exemptions to expiring TWIC cards. Cards expiring between March 1, 2020, and July 31, 2020, will remain valid for an additional 180 days.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The National Governors Association published a memo on state considerations for continuity of operations plan implementation.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">CISA announced that the Critical Infrastructure Worker Guidance version 3.0 would be released within the next few days.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">CISA is awaiting formal guidance from CBP regarding letters of attestation for shipments of PPE intended for company use; however, they recommended the letters contain:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Which PPE exemption is being requested under the federal registrar.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">What the PPE is being used for (include regulatory requirements if applicable).

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Statement that the included information is true to the best of one’s knowledge.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">This letter will be on company letterhead and signed.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Coast Guard Sector Houston-Galveston provided the following updates on a conference call Tuesday:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">There are six cruise ships offshore that are rotating into and out of the Port of Galveston to disembark crew members to charter transportation to get them home. Like the Coast Guard, CBP has required the cruise ships to submit a medical plan.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">No new waterfront or vessel cases to report.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Coast Guard responded to two loss of propulsion incidents over the weekend. 

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">They have been strategizing on how best respond to say an oil spill, in light of social distancing requirements.  

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Oil Spill Removal Organizations (OSROs) have confirmed they are ready to respond to incidents.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">If companies have modified their security procedures to address COVID-19 they will need to update their facility security plans with an amendment. Please call the Coast Guard to discuss if you are unsure whether you should modify your plan.
