Weekly vessel movement update:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Port Bureau is launching a new weekly vessel arrival report to provide updates between the regular monthly statistical report. Just like the monthly statistical report and this morning report, the weekly vessel arrival report is distributed only to our Port Bureau members.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">This week’s report shows vessel arrivals for the weeks beginning March 29, April 5, and April 12, 2020, compared to the corresponding weeks in 2019.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">This report has two components:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">A breakdown of Houston vessel arrivals by vessel type for the preceding three weeks.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">A breakdown of arrivals of the other deepdraft ports of Texas for the preceding three weeks.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The port of Houston (public and private terminals) are operating normally.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Houston Pilots moved an average number of ships yesterday.

Federal/state/agency updates:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Effective April 27, individuals inside of Harris County (not only residents of Harris County) will be required to wear face coverings in public places. Per the industry liaison of the Harris County Office of Homeland Security & Emergency Management, industry partners are exempt while onsite or within their facility, but are expected to continue to adhere to the safety guidelines developed to mitigate COVID-19 exposure.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">FEMA released guidelines for addressing PPE needs for non-healthcare settings. This includes recommendations for:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">How to preserve PPE depending on whether or not PPE is required by law or regulation.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">How to acquire PPE during shortages.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">How to determine if your company should make a request of the state/local emergency management agencies for assistance in acquiring PPE.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">On April 22, the Energy Information Administration published weekly refinery utilization rates for the week ending April 17. The U.S. is at 67.6% refinery utilization, down from 87.3% the week of March 20. The Gulf Coast region is at 73.8% utilization, down from 91.0% the week of March 20. This statistic has been published since June 2010, and the only lower rates in the Gulf Coast occurred during the three weeks following Hurricane Harvey.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Department of Labor reported 4.4 million unemployment claims last week. Texas reported 280,406 claims last week.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">World Health Organization, International Maritime Organization, and International Labour Organization issued a joint statement on medical certificates of seafarers, ship sanitation certificates, and medical care of seafarers. This statement encourages governments to facilitate ships’ movements, including docking, crew changes, ship inspection and issuance of ship sanitation, during the pandemic.
