Weekly vessel movement update:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Port Bureau launched a new weekly vessel arrival report to provide updates between the regular monthly statistical report (link below). Just like the monthly statistical report and this morning report, the weekly vessel arrival report is distributed only to our Port Bureau members.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">This week’s report shows vessel arrivals for the weeks beginning April 5, April 12, and April 19, 2020, compared to the corresponding weeks in 2019.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">This report has two components:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">A breakdown of Houston vessel arrivals by vessel type for the preceding three weeks.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">A breakdown of arrivals of the other deepdraft ports of Texas for the preceding three weeks.

Port of Houston status:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The port of Houston (public and private terminals) are operating normally.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">The Houston Pilots moved an average number of ships yesterday.

Federal/state/agency updates:<span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Due to severe weather, COVID-19 testing sites in the Houston area will delay opening until noon today.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Coast Guard Sector Houston-Galveston provided a weekly update to industry:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Activities have not changed much in the past week.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">There were more search and rescue operations for recreational boaters, which indicates that recreation is returning.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Cruise ship crew member repatriation is going well. Only 3 ships and about 2,800 remain in Galveston.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">There have been no known new cases of COVID-19 on the waterfront.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Regarding plans to return to normal, they are starting to evaluate when to restart activities that were dialed back, but it is not likely to change until Phase II or III of the state reopening.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">CISA provided the following updates on a conference call Tuesday:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">FEMA is processing 32.5 million face coverings that will be distributed to state, local, private, and federal entities for use by infrastructure workers, first responders, food production workers, and other community lifeline sectors that do not require medical-grade PPE.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">They clarified that the definition of PPE by FEMA is medical-grade, whereas some other agencies use PPE to encompass non-medical grade equipment.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">CISA is working on guidance to help with continued remote operations and phased reopening, which will be released in the near future, including:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Guidance on remote work. Existing resources are found at cisa.gov/telework.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Definition of critical infrastructure worker as it pertains to Phase II and Phase III reopening.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Facility operator checklist for reopening.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Jim Swanson, Director, CBP Cargo Security and Control Division noted that of inspected shipments of PPE restricted for export, only about 10% are being reviewed, and 10% are being held.

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Harris County Judge Hidalgo released the county’s framework to contain the spread of COVID-19 during the phased reopening. The three elements are:

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Test: Make testing widespread, affordable, and fast

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Trace: Recruit 300 contact tracers

·     <span-size:9.0pt;font-family:"Arial",sans-serif;color:#333333">Treat: Ensure hospitals have enough capacity if there is a rebound
