Effective immediately the draft for the HSC will be limited to 43’-00” fresh water with a zero tide.  Earlier today we had a vessel touch bottom in the middle of the channel near beacons  45 & 46 in lower Galveston Bay.  We will make all efforts to work with our customers for vessels already bound for Houston with drafts over 43’-00”.<span-size:11.0pt;font-family:"Calibri",sans-serif">

Emission Control Area (ECA) announcement from Houston Pilots<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">

<span-size:9.0pt;font-family:"Verdana",sans-serif;color:black">June 26 - With the Emission Control Area (ECA) implementation in North America, we have seen an increase in the incidence of reduced engine power and/or propulsion failures during pilotage transits due to vessels not being adapted to handle the low sulphur fuels as required by the regulations. All vessels wishing to transit the Houston Ship Channel with the aid of a Houston Pilot are required to provide full maneuvering speed as designed, specifically Maneuvering Full Ahead and Full Astern respectively, and this is an implied warranty by the Vessel Owners when requesting for a Houston pilot. A vessel may be refused a pilot if the vessel is not able to provide full maneuvering engine speed, as designed for the vessel.  At the very least, one's transit will be restricted to daylight with a possible tug assist for the transits in and out of Houston. Vessel Owners are strongly encouraged to adapt their vessels to consume ECA compliant fuels as per their engine manufacturer and Flag/Class guidelines, to ensure that the maneuvering capability of the vessel is not affected in the ECA compliance zones. Michael A.
